Indonesia Rubber Board Rejects Exit Customs

MEDAN - Indonesia Rubber Board refused to admit the application of customs exit (BK) on the rubber that is planned this year for reasons discourage farmers planting rubber and rampant smuggling.
"Rejection is not unreasonable, there are many reasons that make Dekarindo (Indonesia Rubber Board) rejected plans to implement a BK on the rubber, among others, concerns the reluctance of farmers planting and maintaining the rubber plant," said the expert staff Dekarindo, Honggokusumo Suharto in Jakarta on Thursday 2 February 2012.
Suharto was contacted by cell phone from Medan, asserted, BK dkenakan to entrepreneurs who will be charged to farmers.
Feared getting cheaper prices make farmers reluctant to raise and maintain the plant so that the supply of domestic exports decreased and disturbing.
In Indonesia, most of the rubber plant, or 86 percent is owned by farmers.
"Imagine if farmers no longer willing to rubber planting, how continuity of exports," he said.
He asserted, also refers to the rejection BK misperception that the government considered that BK could push the price and downstream industries.
According to Suharto, the rise and fall in rubber prices is influenced by conditions in international markets, so the imposition of BK does not necessarily make the price of rubber rose.
"The immediate impact would be felt by farmers purchase price reduction or increasing action to avoid BK smuggling," he said.
She said the government should know that the rubber-based products require other auxiliary materials, not just rubber alone.
? If in fact the absorption of the rubber in the low country, while exports are limited, it would dikemanakan rubber farmers, "he said.
Suharto insists, unlike rubber cocoa that has been subject to BK.
Rubber goods require substantial auxiliary materials, such as for tires, rubber content of only 40 per cent and other auxiliary materials 60 percent, in contrast to cocoa brown so that it can be processed without the addition of many others.
"BK is very burdensome to farmers and businessmen and even threaten today's foreign exchange earnings especially the selling price is down due to financial crisis in Indonesia Eropa.Padahal including rubber production and export country in the world," he said.
Rubber farmers in North Sumatra, Restu Kurniawan, said the farmers also objected to the application of BK because the cheaper the price definite.
"Look, if export prices fall, traders directly reduce the purchase price. So if there will be other charges such as BK, would also be charged to the farmers," said Restu who became Chairman of the Rubber Fanayama Farmers in South Nias.(ANT/Eksp)
